Ease of navigation through the filters could be simplified.

In Photoshop CS5, diffuse glow under filter/distort, but now in CS6 it is only available under filter/filter gallery/distort. It might be more intuitive to the user to either move all built-in filters to this interface, or have them available in both places.

Also, if all filters can't be upgraded to 16 bit, it might also help to make the 8 bit limitation a little easier (perhaps mark them as 8 bit, or shade them differently and prompt the user with an option to convert to 8 bit so they don't have to jump between multiple parts of the menu to apply an 8 bit filter).

There's a preference to show all the Gallery Effects filter menu items, if you wish. They were collapsed to a single entry as part of an effort to clean up the ever-growing filter menu.

And the Gallery Effects are just part of the plugins (not related to the built-in filters). It doesn't make sense to merge all the filters into that UI.
