Problem in Mac OS X Lion. Download multiple files from the Internet. Drag those files onto the Photoshop icon to open them. The OS X ‘These files were downloaded from the internet’ message appears. Click to continue. Only one of the files you wanted to open actually opens.

Photoshop has nothing to do with the "you downloaded this" message, that comes from the OS. And Photoshop gets the list of files to be opened from the OS, then opens all the files in that list.

MacOS 10.6 also had a bug like this when it first shipped, which Apple fixed in an early dot release.

So, you probably need to let Apple know about this so they can fix their OS code, again.

Thanks, have reported to Apple. It’s always difficult to know who’s the problem is (esp. when dragging multiple files to, say, Preview, works)
