When I try to open a preexisting pdf, it will only open as an image, and not allow me to edit, or even show the layers. Does anyone know how to fix this?

HiĀ Danielle, It all depends on how the PDF you're trying to open was created. If the file was created in Photoshop, "Layers" needs to be checked in the Save As dialog, and "Preserve Photoshop Editing Capabilities" in the subsequent Save Adobe PDF dialog in order for the PDF to be re-editable in Photoshop. If the file came from a different application, it won't have Photoshop edibility capabilities.

PSD or TIFF 16bits are the one I use the most due to theirs portability on different appli

Agreed! It depends on whether or not it was created with "Preserve editing capabilities". It certainly plays a roll.
