Elements: Open With starts Editor but doesn't open the file

I have just upgraded from PSE9 to PSE10 on a PC running Win7 (32bit). It installs and runs correctly. However if I right-click an image file, click 'Open With' and select PSE, the application starts & runs corectly but it does not open the file. The problem occurs with all the different types of media file I have tried (.JPG, .BMP, etc.). I have uninstalled & reinstalled PSE, to no avail. Finally I tried installing PSE on a Win7 (64bit) machine (with the same basic software set as the 32bit machine)where the function then works correctly! However, it is the 32bit machine that I need PSE to run on. Any suggestions for a fix please?, Regards, Rick

Are you choosing "Open With..." from Photoshop Elements Organizer or another application?

Sorry, I should have said, from another application most commonly Windows Explorer.

1) What happens when you open these files in any other application (MsPaint) via 'Open With' route? Please follow the same steps that you were following for Editor.

2) Does these file open fine when you open them directly in Editor?

When doing Open WIth to any other relevant application (Paint, Nero, etc.) the program starts & the file opens correctly. If I first start PSE10 & and from within that select File>Open>filename the files open correctly. If I perform Open With from another 'file finding' app other than Windows Explorer (Agent Ransack for example) the same problem occurs. Before I installed the upgrade yesterday PSE9 carried out the OpenWith function entirely correctly - there have been no software or configuration changes other than installing PSE10 between then & now. It appears that PSE10 is not handling the filename argument being passed to it correctly. All the Microsoft products are completely up to date with the latest patches & updates, Hope this helps. PSE10 supports filename argument. It is working perfectly fine on my machine.

Please try following steps from command line:
1) Click 'Start' icon --> type 'cmd' and press enter
2) On cmd, type 'cd %ProgramFiles(x86)%\Adobe\Photoshop Elements 10' and press enter
3) Now,
- Type 'PhotoshopElementsEditor.exe'
- Provide single space
- Type "
- Drag and drop the file that you want to open on cmd
- Type "
- Press enter.

Does file open in this case?

The instructions you have given me are for a 62bit machine ("ProgramFiles(x86)") and if you look back at my earlier messages you will see that the function works correctly on my 62bit machine. The problem is on the 32bit machine. If I modify your instructions for the 32bit machine (by omitting the (x86)) & run that string from the Command Line (on the 32bit machine), PSE10 opens & runs but the file doesn't open - just as before. Ohh!! yes, the instructions were for 64 bit.
Thanks for trying.

No luck in reproducing the issue at my end. I tried on another Win7 32 bit machine and things worked perfectly fine for me on that too.

I'll give it a shot once again and get back to you if I get something.

on my side it works perfectly.
1. make sure you put the full drive:\path\filename.extension in apostrophs (like Ankur instructed you)
2. make sure that your drive: is not a mapped drive because the mapping is valid only for the calling process and not for the called program. I map on my machine c:\drive_ to e: so when i forgot and call PSE with E:\picture.jpg then it does not work but if I call with c:\drive_e\picture.jpg it works.

Have tried it again with the full pathname (screengrab attached for confirmation) and you are right it works. Any reduction from the full 'drive-root based' path (for example starting the character string after the current Username) and it doesn't. Open-with still doesn't work of course, but does that information help you get any closer to why - bearing in mind that PSE9 did andother applications still do? Regards, Rick

Same problem for me with PSE11. However this issue surfaced only after I un-installed my previous version (PSE10). Does this offer any clues?
I'm running Windows 10 (64 bit)

same problen with PSE 16 on a windows professional 7 sp1 64 bit machine. Adobe please answer !!! Right clcik on a jpg file from any directory and choose "open with" worked fine in my very old PSE and all other applications except for my new  Photo shop elements 16. PSE 16 opens but does not open the actaul jpg file, very annoying.

Ah, was just replied by Brian, see https://forums.adobe.com/message/10205453# . I guess this works for different windows and PSE versions.

In the "open with" function choose "Photoshop Elements 2018 Editor"  in stead of "Photoshop Elements 2018" and set as standard, You may have to lookup PremiereElementsEditor.exe in your software location as the editor may not show in your list when you use "open with"

Of course replace 2018 by your own version.
