Photoshop CC 2015: Open Dialog resizes to a smaller default in OSX 10.11- El Capitan (OS Bug)

Mac OSX 10.11 Open Dialog box in Photoshop will not stay resized. It opens to a small default size everytime it is called up.

It's true that Apple changed, not Adobe. My question is can Adobe do anything on their end to correct this with Apple?
