Open BAD JPEG

Long long time ago i firstly met this small trouble with jpeg files and actually this is that kind of issue which u can live with, BUT it really kind of silly, that sometimes you are trying to use .jpg file, which is actually alive, just has wrong invalid jpeg marker (PS says this, not me), and PS already can't open it. What i am usually doing is just open it in Paint, which is apart of Windows and totally free, and save it to jpeg again. After this magic it opens in PS perfectly.
So i confused just a little: why soft for 240 dollars can't what free soft can?

What PS is telling you is that the file most likely has an incorrect file extension .jpg. This can happen if someone renamed the files without first converting them to JPEG file format. Try changing the file extension from .jpg to .psd, .png, or .tif and see if PS can open the file. Paint merely opens the file as a bit map image and then simply resaves it in 8-bit JPEG format file. PS is smarter and doesn't assume that's what you want to do.

Thank you! It has .JPG at the end and it's written correctly. I've tried to change the extension to all the graphic formats i know and also "Open As", it does not work. Paint in Windowss 7 or later actually supports 16-bit also. "PS is smarter and doesn't assume that's what you want to do." Well, if it's so smart, why it can't just open file same way as Paint does and save color depth?
