That depends a lot on what you mean by "unpixelate."

Do you mean that your photo is too low resolution for what you need?
Or that you are trying to remove someone's attempt to obscure part of an image?
Or something else?

Then there is little chance that you could undo it.
Even in the best conditions, researchers have only been able to recover blurred or pixellated text - not faces or other photographic details.

That is a research topic, not something you can do easily in Photoshop.
