When I edit and save an image, Photoshop Elements 2018 doesn't always show the latest date saved.

Where do you expect the "latest date saved" to be shown? In the editor, in the organizer? Why do you want to see that date which is irrelevant for image management, but used by your OS? The meaningful date is the "date_taken" from the camera exif data in your files.

There is another possibility why Shirley couldn't find her latest saved. If she has saved the edited image with the option "Save in Version Set with Original" then you wouldn't see the previous versions, if the view option 'show details' is  not enabled.
Only then is it possible to expand the version set and see all versions of the edited file.
So did Shirley enabled Showing Details?  This can be enabled by navigating to the 'View' Tab and then clicking on 'Details' or using the shortcut: [Ctrl+D].
