Ok, here is the explanation:
The registry edit you have made is for Photoshop, not Elements 2018.
You'll have to scroll down to Photoshop Elements and its subfolder 16.0

See my config with 8 GB RAM

Note for other users:
If you don't find the 16.0 subfolder because you have a Microsoft Store version, you'll have to create the subfolder yourself.

An aside, being I use PS and a Mac, not PSE and Windows. But how on earth can the Microsoft Store version NOT create the necessary subfolders? And why not? Is this Adobe or MS?

There is probably a menu item which will include New Folder. On a Mac it says Actions. But I'll bet you can Google "Add folder to Windows 10 Registry" and you'll find out, which would be safest and perhaps least frustrating since you've never done this. Also, be sure to copy it the way it is in the example, with a parent folder for Photoshop Elements, and a subfolder for 16.0.  You'll at least have the folders ready for the next step.

Or, if you're not feeling at all adventurous, you wait for one of the Windows gurus to come back and tell you how you create the folder AND how you get the information inside of it. Maybe it automatically is populated when you launch PSE, but I don't know that. That's the way Settings files work in Photoshop on a Mac—not necessarily these files for Elements on Windows. You could always get the folders created, launch PSE, and see if it then puts everything in place. If it didn't, you'd just still be waiting with empty folders to hack.

What we go through to be able to use the wonderful features computers offer.<G>

This kb explains how to create the folder for Photoshop Elements from Windows App Store
https://helpx.adobe.com/photoshop-elements/kb/integer-50-8-required-closest-value-inserted-photoshop...

Note:

If you have installed Photoshop Elements from Windows App Store, then you will not have the above-mentioned folder structure. You must create the specified folder structure within HKEY_CURRENT_USER\Software\ folder in your registry. The Photoshop Elements version number depends on the product’s version installed on your system. For example, for 2018 the folder name should be 16.0, for version 15 the folder name should be 15.0, and for version 14 the folder name should be 14.0.

Adding a new 'key' in the folder structures works exactly like adding a new subfolder in the explorer. Right click on the 'Adobe' folder (=key) and choose New >> key. Enter the text like in my screenshot.
