Can you open files through File -> Open?
Can you create new files in Photoshop?
What happens when you drag an image file into Photoshop?

I can Open a photo inside the File menu, and create a New File I just can't Copy, & Paste or Drag, & Drop a photo outside the program into it because it shows that feature as unavailable?

It sounds like something in the OS (probably the registry) has gotten corrupted and forgotten that Photoshop can handle these operations and file types.

so can this be fixed (if what you say is the problem you know better then I do) by completely removing and re-installing the program, and its registry?

uninstalling and reinstalling should work - unless the registry is seriously corrupted.
