Not able to open a jpeg file in Photoshop

For some reason (maybe system upgrade?)  I am not able to open a jpg in Photoshop.  I can open a psd file but not a jpg.  I get this error message "Cound not complete your request because the file was not found."

Try this...   choose a picture you dont care about 'picture.jpg'  and change it to  'picture.psd'When it warns you the picture may become unusable dismiss that and see if it opens that way.

Any and all JPEGs? How are you trying to open the JPEG in Photoshop—are you using the Start Screen? The system browser? Recent files in Photoshop itself? Bridge?

What version of Photoshop, what OS and what system are you running?

It's not telling you that it's a format Photoshop can't recognize, but that the file itself doesn't appear to be where you think it is. I'm not sure that even deleting preferences (https://helpx.adobe.com/photoshop/using/preferences.html), or reinstalling PS would help if the problem is with the location of the file, not the format itself.

With more information, someone here might be able to help you troubleshoot this so you won't have to try everything (time consuming and irritating), just to get a JPEG to open.

I am running operating system 10.9.5 and Photoshop CC (2015.5).  Seems like I should be able to update to version 19.1.3 but it does not show that I need to update the PS program and does not show the newer updates.

Here's a link to the system requirements for the various versions of PS. I suspect you have to upgrade your OS in order to see that an update is available. Since I've always updated the OS first, I can't swear to it, but if you Adobe Creative Cloud app is up to date, that is quite possibly the reason you haven't seen an update.

That doesn't explain why you can't open a JPEG. We still need to know more about this. I juar located some information about older OS versions and opening JPEGs. Someone said that they didn't have Camera Raw after an update, and even though they don't use Camera Raw, it affected their ability to open JPEGs? I'll let you read through the thread and see if any of it works for you, as some of it refers to the same message you're getting when you try to open a JPEG, and if you read down aways, you'll see the Camera Raw reinstall solution that appears to have worked for someone.
