Lightroom Classic: Not a fan of new image quality in Develop

Not liking how the image preview when editing in Develop is very low quality now when I have "use Smart Previews instead of Originals when editing". When Smart Previews are not built for images, I'm seeing a terrible image full of jaggeds and banding. Generating the Smart Previews improves quality. Wasn't it configured before to show original image when editing when there wasn't a generated Smart Preview?

Strange. Nothing is supposed to have changed in this area and I certainly do not see anything like that with Lightroom Classic 8.1 on my Macintosh. Have you tried turning off the use of the Graphics processor in the same tab?

GPU on/off has no effect. Seems like LR is maybe generating smart previews on the fly when "use Smart Previews instead of originals when editing". When I uncheck, LR immediately renders full-quality like normal in Develop module. I checked again and manually generating Smart Previews when "use smart preview to edit" is checked doesn't change the render.
