Non Destructive Flip View Horizontally

Flip view without changing the actual image. This makes it a lot easier for me to stop using photoshop. I always feel like Adobe doesn't care about the tons of digital artists and illustrators who use this software.

What software are you talking about? The command exists in LR. Flipping an image layer in PS horizontally (or vertically) should always be non-destructive. The pixels are square, so no interpolation takes place when you flip. You can always flip back.

The Rotate View tool in PS is also non-destructive. You can choose any angle you like. 90 degrees is fine, as is -27 degrees. Perhaps I don't understand quite what you're looking for?
