Lightroom: Noise Brush needs a stronger setting

I have images taken at night showing scenery with a dark sky filled with stars. The sky is typically very noisy even thouh I have a micro 4/3rd sensor and use low ISO. In Elements I can select only the sky and then use my Noiseware plugin to remove all the noise and leave crisp stars and a sharp landscape (since the landscape was not included in the selection). I set Noiseware in its NIGHT or PORTRAIT mode. It is sufficiently powerful to get rid of the noise in 2 or 3 cleanings.

However, in LR it appears the regular noise reduction slider is very powerful but it applies to the entire image, turning detail in trees and mountains into Jello when it is set strong enough to remove noise from the dark sky. If I use the brush to select only the sky LR forces me to use the special tools that pop up, one of which is called NOISE. Moved all the way to the right it is not nearly powerful enough. It is not as powerful as the regular NOISE slider that can operate on the entire image.

Does anyone know how to increase the power of the noise reduction in select areas?

Any suggestions?
