What is the size of your display?

Photoshop does have a minimum display requirement of 1024x768 (and 1280x800 recommended).

iMac 21.5 mid 2011

I had the scroll bars yesterday. Have quite CS5, did Utilities, restarted, no change.

Put in Standard in Photography, my usual space, and did reset. No change. Tried Painting and did the same, no change.
In 'full screen mode with menu bar' I have scroll action with mini mouse.

Screen is set at 1920 X 1080.

I have used Photoshop for years, but have never had this issue.

OK, then your comments about not fitting don't make much sense.

Did you just drag the Photoshop workspace too far down and you can't see the bottom of it?

Can you post a screenshot so we have some idea what you're seeing?

I seem to have discovered the issue.
Somehow 'Applications Frame' under window had been checked. I checked and un-checked this. When checked, their are no side scroll bars and in "Applications Frame" I can not change the size from a bottom corner.
I do not use Ap Frame so I am not sure how it got checked on.

Hopefully I added image correctly, but not sure on that.

With that setting, the image window grew to fit the workspace, and the image was zoomed out so it was smaller than the window and did not need scroll bars. The same things happens even without the application frame if the image is small enough to not need scroll bars.

And if the window is docked as a tab, you can't resize it. You have to undock it (or turn off the @$%@#% tabs in preferences) in order to resize the window.

Click the green circle/button at top left (next to the PS icon) to min/max the window. If that doesn't work, restore your prefs:
