Enhance>Convert to Black and White?

Is your image in the RGB Color Mode and 8 bits/channel? (Image>Mode>RGB Color and 8 bit/channel)

Is an adjustment layer, shape layer or layer mask active (selected/targeted)?

Could you post a screenshot of the elements interface including the image and layers panel visible?

I guess you were using camera raw.
At the bottom of the camera raw dialog under bit depth, change it to 8 bit and either open the photo or press done and your photos should always open in 8 bits/channel.

Explains the difference:

Since you really can't do much in 16 bits/channel once the image is open in elements, 8 bits/channel is fine.
