No Preview using Adjustment Layer or Filter

I have just clean re-installed OSX and in doing so now have a problem in Photoshop 20.0.5.

Whenever I use a Filter or Adjustment or Adjustment Layer - say Noise Filter, the preview does not appear on the image, as if the Preview checkbox is unchecked, but if I move (using hand tool) or zoom the image the preview updates. If I change the Noise filter settings, again I get nothing until I move / zoom the image.
Just using Noise Filter as an example, but I have the same problem using any Filter and/or Adjustment layers. Though the Filter Gallery does work correctly.

I have tried un-install / re-boot / re-install Photoshop.
Turning off 'Use Graphics Processor', which resulted in the checkerboard pattern (ie: nothing) when using any Filter / Adj. Layer until I clicked OK.
And adjusting the Drawing mode from Advance / Normal / Basic.
I will keep investigating, but I am sure what else to try at the moment.

I am using Mojave 10.14.6 on an 18x Core iMac Pro 128GB RAM Radeon Pro Vega 64 16GB.
Exactly the same OS / Computer / Software as I was using before I re-installed OSX, with no problem.

I appreciate any help anyone can offer.

I am plugging in my Wacom back in again tablet again.
