Lightroom: No Network Connection even though I'm connected and other apps work

I have posted on this before, really frustrating. I have a brief internet connection problem and LR CC and LR both say no network connection even when it is open again. I cannot get either app to realise that the connection is good again. The mere fact I can post this proves I am! I have to close both apps and reopen to resume workflow.

i'm seeing this quite often on my iPad recently with LR Mobile CC v 3.3.0.7E41A6 and ios 11.4

with this displayed I can access all other apps requiring internet access.  

when it happened last time, i finally had to restart lilghtroom and i think i ended up resrtating my iPhone / iPad.

this issue along with photos and videos not uploading from iOS devices is causing me fustration.

i didn't have (don't remember ever seeing it) until the last set of updates.

BTW, i just turned wifi off and back on and not it is syncing again.

and also ..... i never moved or left my spot, and had been using facebook ans safari so did not lose my network connection for other apps.

I've been seeing this on iOS and Android too, although not on the desktop. Quitting and restarting the app has been working for me, although clearly not a long term solution.

I just got a notice on my iPad to update LR iOS.  In the text it says it is supposed to solve the network connection lost issues.
