Elements: Cannot activate E8 on new PC

I bought a new HP desktop PC and failed to properly deactivate my copy of Photoshop Elements 8, and now it will not install on my new PC. All of the apps soltware on both of my old desktop PCs hard drives have been uninstalled, and the drives have been wiped clean with a drive scrubber. Your system will not let me deactivate and reactivate my current copy of Photoshop Elements 8. So, I guess the best thing to do from here is bite the bullet and buy the new up to date version of Adobe Photoshop Elements 12 for my new HP PC running windows 8.1 - - I know the person reviewing this head is nodding with the thoughts going duh - well yes, , , OK you guys at Adobe have a Merry Christmas and Happy New Year. Contact Adobe Customer Support and explain the problem - they can help you deactivate all existing licenses and allow you to activate on the new system.
