New Texture slider...I don't get it

So...with my recent upgrade, they added this Texture slider...sorry, I don't get. Maybe I haven't figured it out yet, but it seems all it does it make the image out of focus. Is there a way of applying it to only specific areas of the image?

Hi John, if you move the texture to the left, it will soften the image in a way, may be great for portraits (of older guys and girls????) if you move it to the right, it shall enhance sharpness and contrast and show more detail, but in a different way than clarity. you can also use it on specific areas only.
