Lightroom Classic: New Presets in existing folders and in a new preset folders aren't showing up

I am trying to create a new folder with a new preset, and/or just a new preset, but neither are not showing up in Lightroom.  In finder, I can see the folder and the .xmp files in my User folder > Library > Application Support > Adobe > CameraRaw > Settings > New folder.  

I've restarted several times.

I have my preferences to NOT store settings with catalog, which I think is correct as changing that helped me find other missing things when I first updated to 7.3.

Is this a new bug?  Anyone know of a fix?

Everything sounds ok there. You're creating this in Lightroom? What are you naming the preset and folder? And which OS?

I was creating them in Lightroom.  I was using names like testing, delete folder, etc. so they wouldn't be named similar to another preset/folder.  This morning I tried again, after rebooting my computer (again),  I am able to create presets with and without new folders (yay!).  I still don't see the ones I created yesterday, but most were all fake presets while I was trying to figure it out.  Weird, but I'll take it.

Presets I created in camera raw show up, but not in the folder I assigned them to, in the users folder.  I can manage that too.

Another question about presets, if you can help, Victoria, but it's not really related...

I have several B&W profiles that I created and found that I can only use the B&W Mix sliders once- either in the profile (and it'll be grayed out in develop), or not in profile and use in in develop settings.  Weird, and I'm not sure it's how it should be, but I can try to adapt to it.  My idea to adapt was to just make a preset for the B&W mix that I could apply to any of my B&W profiles, which would still give me the ability to adjust each image as needed.  

The problem is that when I check the B&W Mix for a preset, it automatically selects the treatment AND profile.  I understand this to an extent, obviously a color image wouldn't have B&W Mix available, so the B&W Mix depends on the image being black and white.  The previous Lightroom versions would just turn the current profile into b&W, but now it doesn't and the preset options don't account for that.  I don't think it should CHANGE the profile.  If anything, it should just NOT allow B&W Mix if it's not available for the current profile.  That shouldn't confuse anyone; if they wonder why there's no B&W mix for a color image, it would take a whole second for them to figure it out.  But this is counter-intuitive.

I can create another workaround for the workaround by making a B&W Mix preset for every combination I like for every possible B&W profile, but that seems ridiculous.  Is this something that could/should be changed?
