Lightroom CC: Errors and fails to open import dialog when opening image files from file system

When opening an image from the file system (File Explorer) Lightroom Classic knew to automatically open the import dialog if the file was not in the catalog.

NEW Lightroom CC instead gives this error: 
Failed to locate toolkit with id: com.adobe.ag.library
I tested with both JPG and DNG files and received this error when attempting to open the files in Lightroom CC through the extension association in the OS. 

LR CC gives the same error and fails to open the file even after the file has been imported.

I just spent over an hour waiting for chat support and spend a good 45 minutes with him until he was able to get to the point that he could tell me I needed to import the photos through the LR import dialog manually, first, before LR would open them.

Clearly, there is a workaround here (importing files manually), but it's costing Adobe support time and $$$ to be helping people with this error message that is also a frustration to users. There's no reason I shouldn't be able to open an image file from the file system and have Lightroom CC be able to open it.
