Elements 11: Trying to reinstall, reports the serial number is already installed

I am trying to reinstall Elements 11 after getting a new hard drive. When running the CD, it tells me the serial number is already installed, and I need to delete the old first. But it's not in the Programs to uninstall. In old Program Files (x86) I do find some files, but I think some are attached to the pictures that I had worked on before this new hard drive. And I don't know what's safe to delete and what's not. Where do I go from here? Thx...

Thx; I enter serial number in Configuration Folder. Destination Folder pops up with c:\ProgramFiles(x86)\Adobe\ and on top of that another pop-up saying FOLDER YOU SELECTED CONTAINS A VERSION OF PHOTOSHOP ELEMENTS. PLEASE UNINSTALL THE CURRENT VERSION OR SELECT ANOTHER FOLDER. There is nothing in programs to uninstall. Should I delete the files (that I have no idea what they're attached to) and hope I don't lose the pictures I had previously fixed with Photoshop? What other folder would I put it in? Thanks for the help.

So, there's nothing listed for Elements in Add/Remove Programs control panel?

Ok. I would try the cleaner script in my link above and then reinstall.
