New document or old document doesn't open in its original size

THE DOCUMENT SIZE DOESN'T APPEAR 1:1 SIZE THAT IS THE ORIGINAL PAPER SIZE ENTERED RATHER LIKE A MINIATURE VERSION OF IT

WHAT is going on with your screenshot?
It's been blown way up and that black and white rectangular region manually added. I'm not understanding why . . .

Respond with a screenshot of your New Document dialogue right before you hit OK, and include a screenshot of your entire Photoshop window after you hit OK on the New Document dialogue.

the white rectangular region is the new document!! that is what the problem is!!

What Photoshop version are you running?

What happens if you press "f" to cycle through the different screenmodes?

If you don't have your Windows app scale/DPI set to 100%, does it make a difference if you set it back to 100%?

nothing is happening using the different screen mode, it is just changing a bit but nothing like major. I am using cc 2017 ver and my windows scale is 250% recommended 3840x2160 resolution recommended.

Ok.

No chance of updating to the current Photoshop? Might fix it.

250% is really high. Just for testing purposes, have you tried changing it to 100% temporarily?

I am thinking to upgrade the version, yeah I tried but it makes the overall text size of my laptop smaller. yeah, I tried finding the solution for my problem but it seems like I am the only one who encountered such issue, might as well have to talk to my tech guy.. anyway thank you for your help so far!!!
