I want to nest Preset folders inside a main folder ie all B&W presets in a folder inside the User Presets folder, can this be done?

Yes, the folder organization inside the presets folder doesn't matter - that's just there for the user.

Photoshop finds all preset files inside the preset folder, regardless of subfolders.

It does matter when you have several hundred presets. If you can go into user presets and there is a folder of Pierce presets and inside this is folders for Portraits, Landscapes and B&W it makes the process of finding the preset you want so much easier.

It doesn't matter to Photoshop -- Photoshop sees all the files in the presets folder. (same goes for the plugins folder - all the subfolders are for user convenience)
