Elements 12 not working, can't reinstall

After initial star keep getting: Photoshop Elements 12 editor has stopped working. Close program. All suggestions on various boards have not solved the problem, even direct contact with an Adobe agent. I am not alone and Adobe should offer up an alternative option.

What OS version are you using?
What errors are you seeing?

(x86)\AdobeP\Photoshop Elements 12\ExtendScript.dll

is the current error message. The ExtendScript.dll is in the directory and verified that it is there. What is
"?encode@String@SCcore@@QBEPDPAVEncoder@2@@Z "?
and how addressed?

I am running Windows 8.1.

Sounds like you've gotten bits and pieces of different versions mixed up - possibly from a failed update.

Try uninstalling and reinstalling Elements to remove and replace all the required DLLs and plugins.

Done that several times. Same problems.
