Need to remove PSE from a fried laptop!

I need help! My Photoshop Elements is downloaded/registered to a laptop that is D-E-A-D. I've used my CD to download to my new laptop, but it will only allow a few uses. I need to remove it from the old laptop in order to have full access, but I can't get it to boot up long enough to open PS. When it does stay up long enough, it's in permanent "safe mode" and won't connect to the internet, which is apparently necessary to remove PS. Any thoughts, suggestions??? Thank you in advance!!

Call Adobe Customer Support and explain the problem. If there is a licensing issue, they can resolve it.
