What is the problem? 
What are your specs? 

As long as the Opacity, Flow, ... Jitter are set to 0% no noticeable effect should result.

i can't  work with pen pressure 
the brushes are completely solid

I'm unable to reproduce a situation with the default round brushes (easy to test with) that doesn't allow me to alter opacity with those brush settings on my aging Wacom Intuos 4 regardless of what I've set on the Options bar, as well. Perhaps your tablet driver is acting up? Or your Preferences are corrupt?

Have you tried checking on whether or not your driver is up to date, or deleting your Preferences (after saving any unsaved presets, of course) to see if that made a difference?

If those things aren't the issue, could you tell us what OS, what version of PS, and give us a screen shot showing how everything is set and what happens when you try to make a stroke with increasing/decreasing pressure?
