I need to buy and install lightroom on a laptop I got specifically to take to Africa to edit photos I will be taking there next month.  After I return home, I want to continue to use lightroom but on my desktop not my laptop.  Can I make lightroom fully active on my desktop at the same time it is active on the laptop with one membership?

Yes, the CC licence allows you to install applications on two computers. As I recall the same was true for the non-CC Lightroom licence.

yes,  LR/PS package has two licenses associated with each purchase of a membership.

As said above, the license includes 2 active installations for this very reason. Many photographers, myself included, use a desktop at home for the processing power, but carry a laptop for location cataloging and editing. Creative cloud requires that your computer check in online at least once a month, though. So if you are going someplace very remote, be aware of the time limit.

If you pay the full sum for a year license rather than opt for a monthly payment, you can be offline for 99 days. https://helpx.adobe.com/creative-cloud/kb/internet-connection-creative-cloud-apps.html

It’s all in the terms and conditions, might be an idea to read up on what you will be paying for IMO.
