Need a way to work on a photo from lightroom cc in photoshop elements.

In lightroom cc I can right click a photo and say edit in photoshop.  I can then browse to elements and it will open the program, but it will not open the photo in elements.  Also a way to export photos to shutterfly or any other program without saving it first on my computer.

Files are rooted to each application, and according to the platform you're using.  Even apps from Microsoft won't transfer a document from Word to Excel, between two rooted apps.  That's because your platform is also rooted and its the platform that organizes files per app so that its memory is not overloaded.   Two apps with one photo can be seen as one and be overloading the memory and then, other apps won't open with them in memory. 

This doesn't help, but I wouldn't want a photo to auto-open in another app when I don't intend it to open there.  I hope you can see this the other way - if it worked like you want, another user will complain that the same photo from Light Room opens in Elements but is not wanted there.   And then again, it'll overload the memory.  Good suggestion as an option for both users.

I'm not sure I was clear.  Right now it is already an option to edit a photo  in Photoshop so why not Elements.  When I was using Aperture I was able to open something from Aperture into Elements, even make changes and then save it and the changes saved back into Aperture.  I do not use Organizer.  

Another thing that I was able to do from aperture is drag a photo from the library into Elements so that I could use it in a project.  The only way I see to use a photo from LR CC is to save it to my computer.  That seems archaic.

I do not want something to auto-open, just open when I ask it to, for example right clicking on it and saying Edit in Photoshop Elements.

Apple Photos also will let you edit a photo from the library in Elements.

I have to admit, I thought it was platform before I knew it was Apple.   I heard this problem from different Mac's but I am not a Mac guy.   Sorry about my assumption.   I did have good intention before knowing which platform.   I've heard about Light Room problems about this same issue.  I don't think it's Elements.   

Searching around I see many problems with multi-tasking with Mac computers and Adobe.  You're not telling how you're using it, such as picture in a picture, split screen, tile two photos side by side.  I think this need lots more info.   Also, you haven't told which format the files are, PDF, etc.  PDF will cause this problem, as there have been specific problems with Adobe Reader on a Mac.   Aside from Reader, speaking of PDF, you might try to save the file in common file format such as PDF and then transfer between apps.   Also check if the files you want to transfer to another app has not changed its name and won't open only because it's re-saved as a different file.  I have seen apps do that.  Also it could be an Apple permissions issue so check that.  I have heard this issue happening with Light Room for Windows (5.3 particularly) where as files won't open unless we shut down LR then reopen.  I have Elements (every version), Photoshop (2 versions), and LR.   I have not had this problem with any of them, but I open/reopen each file according to a newly opened app.  I don't switch back and forth knowing Windows can hang its memory at times.  In Europe for instance, their Windows computers will positively hang (all the time) if they try to multi-task with files.      

In my search I found this excerpt:  "I was having the same problem and realized to move you have to click / drag on a photo.  If you try to drag and drop by clicking on the area surrounding the image it doesn't work.  Hope this helps."  and that was found at this location:   https://forums.adobe.com/thread/1001714

Thanks for trying Steve.  I looked at the articles and see that they do have the capabilities of making it work, but they don't have the same options in Lightroom CC that they must have in Lightroom Classic.  I don't have any of the preference boxes that are shown.  I am hoping that this is a feature they will add shortly.  
Also, The dragging and dropping doesn't work at all in my LR CC.  Even on to my desktop.  Hopefully they will fix that as well.  I can see the photo drag but it will not drop anywhere.  I am clicking in the middle of the photo from the grid view.  
All of my photos are either Jpegs or raw files.  No PDF's.
