When selecting Nearest Neighbor in the preferences and then scaling my selections I am only getting results that look consistent with Bicubic.

Look in the options bar for the free transform tool, at the interpolation setting for the tool.

I'm having a similar problem - It's a bug

Using windows 64 bit
When image interpolation is set in the preferences to nearest neighbor and also set on the toolbar on top to nearest neighbor my image blurs when using free transforms. This happens when I reduce something more then 70% in RGB color mode. Also the Image was a 2 color neutral image (a jaquard weave).

Let me rehash:
When image interpolation is set in the preferences to nearest neighbor and also set on the toolbar on top

When I said "toolbar on top" I meant the "options bar for the free transform tool". In short all my settings were correct.

Chris please just try it out for yourself with a neautral image that is perfectly flat (has 2 colors) better yet the color I used was 726d5b for the ground and b6af91 for the jaquard weave texture (you can try it out with a dot instead of the textue). I can email you the acyual image if you'd like.

I just noticed that this happens when I do past into and then try to resize an object using freetransform.
