Navigator and Histogram click zones

In Classic 8.1, the click zone to toggle open/close these panels is different than all the other tabs. For all tabs, i can click anywhere on the tab to open/close, but with both Nav and Histo, i have to click specifically on the triangle to toggle in both Lib and Dev. Changing screen modes doesn't change the behavior.
Is anyone else seeing this?

Windows 10.

I see the same behavior on my LR 8.1 / Windows 10  On my Mac OS 10.13.6, you can click anywhere in the Navigator and Histogram headers.

I also see Nav & Histo toggles the same way.
I believe the difference is that Nav & Histo are special so as not to be affected by the 'Solo Mode' option. In Solo Mode- clicking any panel header closes all others, and it would be annoying to have Nav & Histo panels close every time you choose another panel.
I have seen a better answer some time ago but cannot locate it.

Same here (Windows, 8.0),  except one additional nuance.  In the Develop module, you can click anywhere on the Histogram bar to Close the panel but only the triangle to open it.  The rest is as you describe.

Thanks all. Has it always been this way with Windows? I'm a very recent switcher to win10 after using only macOS for the past 25 years, so i don't know what's supposed to be normal or not... 
And not having a jump to clicked in the scroll bars is driving me nuts!
