Howdy Dark,

Three things to try:

First, click Window > Navigator and make sure that your image is centered in the display

Second, make sure that your video driver is up-to-date.

Finally, try turning off GPU under Edit > Preferences > Performance and unchecking Use Graphics Processor

Hope that helps,
David

Howdy Dark,

Has your hardware ever worked correctly?  I ask because this might be an incompatibility with your monitor or graphics card.  So, let's rule out pervasive problems first.

Try this:
1) close and relaunch Photoshop
2) if you haven't already done so, trash your preferences as Warren suggested
3) click File > New and choose the default document size
RESULT: what do you see?  A white document on your screen?
EXPECT: if this works, then the problem could be specific to the PSD you're opening.  If this does NOT work, then you almost certainly need to update your graphics card driver or replace it.

Hope that helps,
David

Based on your screen shot, your image appears to be at 16% and  panned to the left, just outside of the visible area of the document.

In addition to what David's suggested, View > Fit On Screen should reveal the picture of for you.

Have you tried resetting the Adobe Settings File?  You're on Windows, right?  It should be holding control, alt and shift when you launch Photoshop (command, option, shift on Mac).  You'll see a dialog box asking if you want to reset the settings file.

Click YES and then open your document.
