You don't say what OS or version of Photoshop, or if it has been working and suddenly stopped,  but you do need first of all to have a compatible video card and Use Graphics Processor has to be turned ON. An incompatible video card is the usual reason for not being able to use 3D features. Look to see if Preferences > Performance > Use Graphics Processor is disabled because your video card doesn't support 3D. If that's the case, you'll need to upgrade your hardware.

If it is enabled or you think your card should support the feature, let us know and someone will try to help figure out the problem. And be more specific about what video card you have, as well as the OS and version of PS.
