Photoshop: Multiple monitors having problems on Mac Sierra

I'm using Photoshop CC 2015.5.1 on a 3 monitor setup - I have my Macbook, a thunderbolt display and a 3rd monitor with thunderbolt > DVI.

Since I've upgraded to MacOS Sierra, whenever I run Photoshop on any monitor other than the primary monitor all dialogs (Save, Open, Levels, you name it) always open on the default monitor.

Prior to Sierra on Yosemite the dialogs would open once on the primary monitor, but after I move the dialog to the correct monitor the dialog would remember and open on the correct monitor afterwards.

Just to add, this also happens in Windows 8 and 10. I have two 4k monitors, a Cintique, and a Planar 21" hd touch so I thought it was probably window/display or video card etc... but nope. None of the creative cc apps 'remember' where they were opened no consolidate loose or rogue palette menus.
