Moving from Organizer to Editor workspace modifies file even if you do not edit

When you move from the organizer to the editor workspace in Elements, the last modified date of the selected file is changed to the time of opening and if any tags are associated with the image they are also written to the file. This happens on opening and is not reversed if you close without saving (whether changes have been made or not).
This does not happen when selecting a file in a version set or if you open the file directly with the editor rather than from the organizer.
This is in Elements 7 (licensed) and also seems to be in 9 and 10 (tested on trial). This unfortunately messes up any file backup or archiving process based on file date (particularly when you end up with multiple versions to potentially restore that have no apparent difference). Having the "Write keyword tag and property info to photo" option in the file menu would suggest that there should be some control over when this data is written and that it should not be written when you move between workspaces.
Why is this and will it be fixed in this version / the next version?
