I cannot move any layers, the move tool is not working and when I do manage to get it working it starts either drawing or being an eraser. Has anyone else had this problem. I am using on Win 7 64bit.

So far you've posted 3 different descriptions of problems in 3 different topics.

What, exactly, is going on?

Have you reset the tools?
Have you reset your preferences?
Have you disabled any third party plugins you have loaded?

apologies first problems was trying to use the move tool and only a cross hair cursor was showing, could not move the layer, I was not aware that all the tools in the toolbar were showing the same cross hair. I checked if the caps key was on and can confirm caps key was off
I did a tools reset and the problem is still there
Did a reboot of the computer
I do not have 3rd party plugins as photoshop cc was installed only in the last 2 months and have not installed any plugins
thanks

Well, something weird is happening on your system that is not happening to other users. It could be a bug in a third party plugin, a system utility, or malware messing with Photoshop.
