Photoshop CS6: Move pixel layer with a vector mask using arrow keys.

Photoshop PS CS6 I sometimes can't move pixel layer with an unlinked vector mask using arrow keys:
If I have a pixel layer with an unlinked vector mask, highlight the pixel layer (and make sure the mask is not "targeted" (no brackets around the thumbnail)) then hit the arrow key twice, the first will be a "nudge", the second a "nudge path".
It's not entirely consistent, but most easily reproducible if the last thing you did was select the path using the Path Selection Tool.

So: Create layer, create vector mask, unlink vector mask, hit A, select vector mask, hit M (or V, or whatever), press Cmd and arrow keys twice.

PSCS6 13.0.1 x64 on a MacPro 1.1

I was also able to reproduce it on a Pc.
I noticed that the Vector Mask gets highlighted as soon as the Arrow keys are hit, and that the bug does not occur when using V (spring loaded or not) and the arrow keys.
