Photoshop: Move history over layers

The ability to move brushwork (and perhaps some other changes) made on one layer, to another.
Ever drawn a sketch on your background layer by accident?
Drawn on a layer you shouldn't have?
The ability to move good brushwork from one layer to another without the unwanted stuff like the brushwork you've drawn over or the background you've drawn on would be fantastic.
Perhaps this could be incorporated into the history brush, the option to sample all layers.
As Photoshop is huge I'm not sure if there is currently a way to do this, but if there is, it's not clear.

No, there is no way to do that, and no practical way to make it happen.
