Move Lightroom Mobile Collections to Publish Services. Also ,are Lightroom Mobile Collection accept Smart Collections.

Often When I exit LR, I get a message " NN Photos are still syncing with LR Mobile. Do you want to wait or close anyway?"    Publish Services has a indicator to describe which images are Published and which are not.  As Lightroom Mobile Collection are today, I have not indication as to which images remain to be sync'd and whether they are critical to what I want to do in LR Mobile.

You should see a "Syncing xx images" message in the upper left by the identity plate when Lr is syncing.

Provided you're running 2015.6 or newer, you can also see a detailed list of what's coming & going by going to Preferences --> Lightroom mobile tab and looking at the Pending Sync Activity section at the bottom.
