Photoshop: Mouse dragging not working after opened/pasted an image

Mouse not working after opened/pasted an image. The mouse is working fine an any other programs. It happens not only in Photoshop but also in Illustrator.

Whenever you drag, it performs a click. With selection tool, it shows nothing. With paint brush, it draw a dot and when I release the dragging, it forms a line to the released point.

Not just the tool, even in the menu bar, say when I am pressing my mouse at "edit" and move to "file" it stuck at "edit"

It is a new PC with GTX 1080. I tried disable the GPU acceleration. No luck.

I wonder if you have some sort of tablet mouse/driver installed that might be conflicting with your regular mousing movements?
Do you have a Wacom or other tablet?

I am not using any. The behavior seems odd as it happens after opened/pasted an image.

Also, once this issue occurred, even after I closed Photoshop and terminated all adobe related application, 90% of the time it will still be happenjng when I reopened the Photoshop without needing to open/paste an image. Only rebooting can be sure to get back to the original states.

It looks like Synergy is the issue.
