Photoshop: ability to adjust the predetermined timeline length of a new layer.

A new layer in the PS timeline should be confined within the number of frames that are present in the current timeline. Currently when you create a new layer it is automatically set to occupy 5 seconds of timeline. So what if I'm working in 1 second total? Every time I create a new layer I have to adjust the length of the layer which has jumped inconveniently out of the bounds of the current timeline. Ideally it would be a setting that could be adjusted via slider(new layer length) so that new layers can be created quickly and to the correct amount of timeline.
