Photoshop: User interface inconsistency with horizontal shift + scrolling with mouse

I've complained in the past about shortcuts that work in one place but not another, but it never went further than Jeff Tranberry saying yeah that's weird.

Here's another that slows me down because I have to think (sub-optimal behavior, in my case) while I'm working:

In nearly every app in the world (including Lightroom, Premiere and other Adobe products), holding down Shift while using the mouse scroll wheel scrolls horizontally. In Photoshop, shift scrolls vertically in "page" increments, and command/control scrolls horizontally. Except in Liquify, Adaptive Wide Angle, Vanishing Point, Lens Correction...

Again, it would be nice to settle on one that always works. I vote for shift. (I also vote that someone produce an ergonomic mouse with a tilt-scroll or scroll ball, but that's beside the point).
