Photoshop CS5: error on exit about bad permissions on preferences directory

I am running Photoshop CS5. I upgraded to Mavericks (clean install). Now when I run CS5 and quit I always get a message that says I can't change preferences because the file is locked. I didn 't change any preferences so I have no idea why I am seeing this message. I did not have this issue in Mountain Lion.

Your preferences are the settings saved between launches of applications.

Your folder permissions are wrong on your system, and applications are unable to save preferences because of that.

Photoshop is the only application I am having this problem with.

And Photoshop is informing your of the permissions problem. Many other apps will silently ignore the permissions problem on your system.

You need to go fix the permissions problem on your system.
