I am not seeing this John. When I start from the Lightroom widget in Today view and go directly to camera, I still get full screen brightness.

Are you using any Automatic or Dark modes?

 I thought I had found a universal bug ;)
It doesn’t matter if I have it on light, dark or auto, result is the same. But it behaves differently depending on what I did in LR last time. If I’d been in camera mode it works as expected (max brightness). But if I had been watching the catalog, I first see the catalog view flash by (sometimes) in full brightness, but the brightness recedes again when it reaches camera mode.
Tested on iPhone SE and iPad air 2.
