Photoshop: Massive lag before using brush or lasso tool for the first time after starting up

When I use the brush or lasso tool after I first started Photoshop (or after hibernation?!), there is a MASSIVE lag, before Photoshop gets responsive again. And I'm not talking about a few seconds, it can take up MINUTES before I can do anything with Photoshop again.
This is sometimes really getting very, very annoying. This wasn't a problem with CS6 and all 20 previous versions of PS.
I have a quadcore i7 laptop with 32GB of Ram (lots of it allocated for PS), so I think a slow CPU or low RAM might not be the problem here.

Are you on Windows? If so, what version? Is the video driver up to date? (directly from AMD or nVidia site)

Have you tried restoring the prefs?

Start by disabling font previews. Go to Type > Font Preview Size > None

Does that mitigate the slowdown? If not, try closing the Libraries panel from the panel fly-out menu then quit and re-launch the app.

I have a couple more suggestions to try if the two above fail to help.
