Photoshop 2015.1.2 release 20160113.r.355 x64
  1. Create a new document/canvas (any size).
  2. Zoom in until the canvas is no longer fully visible without scrolling/panning.
  3. Using the marquee tool, start a selection from outside of the canvas bounds.

  4. Drag towards the opposite side of the canvas at least until the original side/corner is no longer visible (auto-scrolling).

  5. With the mouse still held down and the marquee tool still in operation, drag back towards the original start point.
  6. No pixels were selected warning (if not disabled).

Bug: The scrollbars automatically move, but the canvas is not refreshed.

Expected result: Canvas is refreshed immediately.

It scrolled back just fine here, and looked like the screen refreshed. But it still said no pixels selected, even though they looked  selected. Indeed, they weren't. I have Overscroll enabled, in case that's of any significance.

Hmm, maybe the refresh is a Windows / graphics driver specific thing. Thanks for giving it a try.
