Lightroom: Are edits make in Develop permanent/destructive for JPEGs?

I am a completely new user and a little confused.  Do changes to a jpg file made in the Develop permanently change the original image? I presume they do. So I will have to keep the original file separate from changes.

No, they don't get changed. Lightroom stores the edits in its catalog, not in the images. That applies to any image format that Lightroom supports. It also means that if you want to use the edited jpeg outside of Lightroom, you need to export a new jpeg.

But if the changes are applied to an exported/resized image the exported image would be re-comprressed, right?

As Johan said, LR keeps the original file without any modification. The modifications are booked in the LR Library. So for instance, If images are in RAW format (in a folder and understood as in the LR library), the way to get them in an other format type (JPEG, TIFF)  is to export it to whoever folder for different uses (in an LR catalog, in an other folder, for a web publication, and any other kind of use. This  is  only way to dot it.
BUT it mean that the original format (Here the RAW) will remain in the folders.

This said, if you start (in LR) from a JPEG format (image existing in a folder) the original type of file will always be JPEG.

The best to do is to keep images in TIFF 16bits for instance and export them in the needed format for publication or any other kind of use.

Out of any other considerations. The other point to consider is about colorimetry.
