Elements: How can I change white in my image to transparent?

I have a black and white gif line image. I want the white to be transparent so there will only be the black lines and transparent. I have followed the instructins on save as web, but the white remains. It does not change to transparent.

I would like to be able to make a color transparent. It shouldn't be this hard (20 minutes).

The help of save as web and then select as gif or png check transparency and using the eyedropper to select the color did not achieve the desired results.

If the image is pure black and white (no grays), you can just convert the background to a layer, select the white with any selection tool, and hit delete.

If you have grays or other white values, there are several "white to transparency" actions and tutorials available on the web.
