Make LR auto suggest a subfolder for importing images into a catalogue

Lr seems to decide to put images into the pictures folder, which has no relevance to where the catalogue is.
Can LR suggest putting images in a sub folder, after the folder where the catalogue you are importing into.
Ie if my catalog is /harddriveX/catalogs/current-catalog/
and you go import images, 
Can LR suggest images go into   /harddriveX/catalogs/current-catalog/images/
Rather than user/pictures
Because that location has no relevance to the catalog.
Surely it would make complete sense to suggest putting images close to the catalog file.

Lightroom (Classic & previous) does not "decide" anything. It is up to you to tell it where you want your files saved.
If you do not take steps to define the "Destination" for your files then Lightroom can only fall back on a default 'Pictures' folder. (which is also logical.  Photos = Pictures!)
You can define a destination and it will become a 'default' , or you can define an Import Preset that also defines where you want your pictures stored.
